تفعيل نظامي الرقابة القضائية والإدارية للحد من الفساد الإداري ونجاعته بالجزائر

Résumé: يهدف هذا المقال إلى بيان الرقابة القضائية والرقابة الإدارية التي يمارسها القضاء وأجهزة الرقابة كنظامين معتمدين بالجزائر للحد من ظاهرة الفساد الإداري المتفشية، وقد حاولت الجزائر منذ سنوات انتهاج سياسة قضائية وإدارية فاعلة من خلال إرساء دعائم استقلالية قضائها وعصرنته وإصلاح الإدارة العامة وإنشاء أجهزة وهيئات لمكافحة الفساد. غير أن كل الخطوات والتدابير لم تكف لتفعيل دور هذين النظامين للقضاء على الظاهرة نظرا لغياب إرادة سياسية حقيقية في مكافحتها. Abstract This article is intended to show the judicial control and administrative control in Algeria to reduce the phenomenon of administrative corruption. Algeria has tried for years to pursue effective judicial and administrative policy by establishing the independence with reform of its judiciary and public administration. However, all the steps and measures were not enough to activate the role of these two systems to eliminate the phenomenon in the absence of real political will to combat it.
