ظاهرة الهجرة غير النظامية وعلاقتها بالتنمية في دول الساحل الافريقي

Résumé: من خلال هذا العمل سوف نحاول دراسة ظاهرة الهجرة غير النظامية في دول الساحل الافريقي وعلاقتها بالتنمية باعتبارها من الدول المصدرة للمهاجريين وتداعيات هذه الظاهرة على الدول المستقبلة ودول العبور، وكذا انتقالها إلى مسألة تهدد الأمن المجتمعي (الجريمة المنظمة، الإرهاب، والتهديدات البيئية) وذلك بإيضاح وتحليل ظاهرة الهجرة غير النظامية؛ أسبابها وتداعياتها؛ وكذا سبل مواجهتها والحد من أخطارها سواء على مستوى الدول المصدرة للمهاجرين (دول الساحل الافريقي) أو الدول المستقبلة (الدول الاوروبية) وكذا دول العبور(خاصة الجزائر). فظاهرة الهجرة غير النظامية ليست مسألة ظرفية تعاني منه دول الساحل الافريقي بل أصبحت مكونا هيكليا مازالت الآليات المستخدمة لمواجهتها غير قادرة على الحد من آثارها وانعكاساتها، فمحاربتها تتطلب على المدى الطويل مواجهة أسبابها حيث لا مفر من سياسة إنمائية أو إستراتيجية اقتصادية واجتماعية تؤدي إلى خلق فرص العمل وإحترام الكرامة الإنسانية من خلال تحقيق تنمية مستدامة قائمة على مشروعات اقتصادية واجتماعية وإنجازات ملموسة تسمح بإستقرار الأفارقة في أماكن إقامتهم الأصلية. Abstract Through this work we will try to study the relationship between illegal international migration in the African Sahel countries and development as a source of migrants and the repercussions of the phenomenon on the receiving countries and transit countries and their transition of the phenomenon to a security issue through changing the nature of security threats (Organized crime, terrorism, and environmental threats) by clarifying and analysing the phenomenon of illegal migration; its causes and consequences; and ways of confronting them and reducing their dangers, both in the countries of origin of the migrants, the receiving countries and even the transit countries. In a second phase, we will be exposed to the causes of illegal international migration from the African Sahel countries towards the EU countries in general and their relationship to development in the countries of origin in particular. Finally, we will allocate a part to study the role of development in Confronting illegal immigration and ways to reduce the phenomenon and reduce its consequences.
