مدى تطبيق البنوك الجزائرية لاتفاقية "بال" The Extent To Which Algerian Banks Are Implementing The 'pal' Agreement

Résumé: سعت البنوك الجزائرية ولازالت تسعى إلى تطبيق معايير الحذر للجنة "بال" للرقابة على نشاطات البنوك، انطلاقا من القانون 90-10 المتعلق بالنقد والقرض، لتليه حملة من التشريعات المصرفية التي ارتكزت على قواعد الحذر أثناء مزاولة البنوك لنشاطاتها اليومية، ومسايرة لأهم التطورات العالمية للنشاط المصرفي الدولي. وأكد البنك المركزي الجزائري على أهمية القواعد الحذرية لتسيير البنوك، وهذا محاولة منه لتحقيق أكبر قدر ممكن من الأمان للنظام المصرفي الجزائري، فأخذ على عاتقه صياغة قواعد حذرية اقتبسها عن تعاليم لجنة "بال" وذلك بإيجاد بيئة موافقة لقوانينها. كلمات مفتاحية: البنك المركزي، النظام المصرفي، اتفاقية "بال"، الرقابة، الحذر. Abstract: Algerian banks have sought and are still seeking to apply the standards of caution to the Basel Committee for the supervision of banking activities, based on law 90-10 on cash and loan, followed by a campaign of banking legislation that was based on the rules of caution during the conduct of banks for their daily activities, and in keeping with the most important Global developments in international banking activity. The Central Bank of Algeria stressed the importance of prudent rules for the operation of banks, and this is an attempt to achieve the greatest possible security for the Algerian banking system, and took it upon itself to formulate prudent rules that he quoted from the teachings of the Basel Commission by creating an environment that is in accordance with its laws.
