Résumé: ان العامل الأقوى لربحية المؤسسة يتعلق بقدرتها على الاستخدام الأمثل لمواردها الداخلية وتوجيه الاهتمام الى المقاربة المبنية على الموارد والكفاءات، والتي تتلخص في أن الموارد كل ما يولد تدفقا من استغلاله، أما الكفاءات فتدمج بعدين هما البعد البشري والبعد الاستراتيجي، حيث تعد المؤسسات الناجحة هي التي تمتلك كفاءات بشرية ذات قدرات عالية، هذا ما جعل الكثير مها تسعى لامتلاكها والعمل على رفع قدراتها الابتكارية من خلال التنمية المستمرة لها، ما يجعلها مصدر مهم لميزتها التنافسية، فلا شك ان القاعدة الاقتصادية المتقدمة والمتطورة تستند الى رأس مال بشري على درجة مرتفعة من الكفاءة والتطور، لذلك تعد المدرسة اليابانية في إدارة وتنمية الموارد البشرية من أهم النماذج العالمية التي يجب أن يحتدى بها، فهي تعتمد في استراتيجياتها لتنمية الموارد البشرية على عدد من العناصر من أهمها أسلوب الادارة بالمشاركة.
