واقع وتحدّيات تبني الاقتصاد الرّقمي في الوطن العربي

Résumé: تهدف هذه الدراسة إلى اظهار واقع الاقتصاد الرقمي في البلدان العربية، فالاقتصاد الرقمي يعتبر من بين الاقتصاديات الجديدة التي ارتبطت ارتباطا وثيقا بمدى تطور التكنولوجيا في العالم. فهو يعبر عن رؤية مستقبلية لعالم تكون فيه المعلومات الركيزة الاساسية للاقتصاد والعلاقة البشرية، إذ هو مبني كليا على بنية تحتية رقمية عالية الجودة، كفيلة بتحقيق كثير من الأهداف التي تسع ى إليها الدول التي تبقه وتعتمد عليه في ظل صعوبة الظروف المحيطة به ا . وقد خلصت الدراسة إلى أن الاقتصاد العربي يجد صعوبة في التحول من الاقتصاد التقليدي الى الاقتصاد الرقمي لأسباب عديد ة . مما يحتم عليه ضرورة وضع وتنفيذ استراتيجية واضحة لتحقيق هذا التحول من اجل الدفع بعجلة التنمية الاقتصادية والاجتماعية والحد من خطورة الفجوة الرقمية . Abstract: This study aims to show the reality of the digital economy in the Arab countries. The digital economy is among the new economies that are linked to the extent of technology development in the world. It expresses a future vision of a world in which information is the mainstay of the economy and human relationship, as it’s based entirely on a high-quality digital infrastructure, capable of achieving many of the goals sought by the countries that keep and depend on it in light of the difficult circumstances surrounding it. The study concluded that the Arab economy finds it difficult to shift from the traditional economy to the digital economy for many reasons. This makes it imperative to develop and implement a clear strategy to achieve this transformation in order to push the wheel of economic and social development and reduce the risk of the digital divide.
