Abstract: The public finance sector is experiencing rapid advancements in digital transformation, aiming to optimize the efficiency of public fund management, enhance transparency, and broaden access to governmental financial services. However, this shift is accompanied by significant challenges, including cybersecurity risks and the necessity to align with both local and international legal frameworks. This study seeks to examine the influence of advanced technologies, such as blockchain and smart contracts, on public fund administration, alongside the role of artificial intelligence in forecasting revenues and regulating expenditures. Furthermore, the research explores regulatory challenges and proposes strategies for developing a robust legal framework to facilitate digital transformation. By contrasting traditional practices with digital solutions, the study highlights persistent issues in public finance management, such as delays in tax collection and the absence of transparency in governmental expenditures.
