متطلبات تحسين آداء نشاط التنقيط بوكالات التصنيف الائتماني الدولية

Résumé: رغم ايجابيات نشاط التصنيف الائتماني والثقة الكبيرة في أكبر ثلاثة وكالات تصنيف ائتماني في العالم، والتي كان يعوّل عليها كثيرًا لخبرتها ودقة تحليلها وتقييمها لمخاطر المؤسسات والحكومات والمنتجات المالية في تسهيل اتخاذ القرارات الاستثمارية، إلاّ أن عملياتها لم تخلو من المشاكل التي اثارت شكوكًا وانتقادات واسعة حول مدى مصداقيتها وموضوعيتها، وذلك بالنظر الى حجم مساهمتها في صناعة الازمات والاضطرابات المالية على مستوى الاقتصاد الكلي والجزئي. فخروج انشطة التصنيف الائتماني عن اطارها وسعي وكالات التصنيف الائتماني نحو تحقيق مصلحتها الخاصة ادى الى فشلها وإخفاقها في مهمتها وتراجع آدائها، مما اثر سلبًا على استقرار الأسواق. وهنا تبرز ضرورة ايجاد حلول عملية وعلمية تساعد على تغطية القصور وإصلاح الخلل الذي تعاني منه صناعة التصنيف الائتماني. Despite the qualities of the credit rating activity, the trust put on the three biggest rating agencies in the world that were known for their expertise and accuracy to analyse and assess risks for Institutions, governments and financial products, their operations generated a widespread of doubts and criticisms due to the lack of credibility and objectivity, and it’s contribution to generate crises and financial disorder at both micro and macro levels. The pursuit of their own interest adding to the out of context activities led to a failure in completing their mission and a decrease of their performance, which affected negatively the market’s stability. Here emerges the need to find practical and scientific solutions that help fixing the glitch suffered by the credit rating industry
