الصناديق السيادية كخيار بديل لاستغلال الإيرادات النفطية الجزائرية (التجربة النرويجية نموذجاً)

Résumé: جاءت هذه الدراسة لكي تبرز نجاح التجربة النرويجية في استغلالها لإيراداتها النفطية من خلال صندوقها السيادي والمسمى "صندوق المعاشات الحكومي العالمي"، والذي أثبت نجاحه بشهادة خبراء والمختصين، وبما أن الجزائر تمتلك فوائض مالية نفطية كبيرة، أصبح من الضروري التفكير في آلية لاستغلال هذه الفوائض بما يخدم الاقتصاد والأجيال القادمة في ظل خطر نضوب النفط أو التحول لمصادر الطاقة البديلة؛ وعليه تعرض الدراسة آلية الصناديق السيادية والتي من الممكن أن تكون خيار للجزائر من ظل سعيها لاستغلال إيراداتها النفطية، وذلك من خلال التطرق لثلاثة محاور رئيسية: أولا) اعتماد الاقتصاد الجزائري على قطاع المحروقات. ثانيا) نظرة حول الصناديق السيادية. ثالثا) دراسة التجربة النرويجية "صندوق المعاشات الحكومي العالمي". This study was to highlight the success of the Norwegian experience in exploiting its oil revenues through its sovereign wealth fund, called the "Global Government Pension Fund," which proved to be successful testimony of experts and specialists, and since that Algeria has a large financial oil surpluses, it became necessary to think of a mechanism to exploit these surpluses, including economy and future generations to serve under the risk of depletion of oil or switch to alternative energy sources; and the study presents sovereign funds mechanism, which could be an option to Algeria from the shadow of its quest to exploit their oil surpluses. Through touched three main areas: First) the Algerian economy's reliance on the hydrocarbon sector. Secondly) a look around the sovereign funds. Thirdly) the study of the Norwegian experience "Global Government Pension Fund".
