العراق في ضوء مؤشرات الدولة الهشة للمدة(2014- 2020)

Résumé: على وفق مؤشرات الدولة الهشة(الأثنى عشر)الذي يضم كافة الجوانب المتعلقة بواجبات الدولة إزاء مواطنيها من(الاجتماعية والاقتصادية والسياسية والأمنية)، أدرج العراق ضمن الفئة الثانية(الإنذار العالي) للمدة(2014-2017 المتزامن مع وجود(داعش) -2018: تحسن في درجته على نحو طفيف في ظل تحرير الموصل) وضمن الفئة الثالثة(إنذار) في(2019 و2020)،إلا ما زال ضمن الدول الأكثر هشاشة، وذلك لمعوقات عدة ما بين(اجتماعية: تأخير في استكمال الأوراق الرسمية التي تسمح للنازحين بالعودة،،الخ) و(اقتصادية:إستمرارية تزاحم أولويات الأمن والدفاع مع أولويات التنمية/عجز الموازنة العامة للدولة،،الخ) والسياسية والأمنية(غياب الاستقرار الأمني/عدم إصلاح البيئة القانونية لحرية العمل الصحفي،،الخ)، وتوصلت الدراسة الى نتائج عدة أهمها(تحقيق السيادة الكاملة للدولة والاستقرار على الصعيدين الأمني والسياسي،،الخ). According to the twelve fragile state indicators which includes all aspects related to the state's duties towards its citizens (social, economic, political and security).Iraq was included in the second category (high alert) for the period (2014-2017 concurrent with the presence of (ISIS)-2018. Slightly improved in its degree in light of the liberation of Mosul) and within the third category (warning) in (2019 and 2020).However, it is still among the most fragile countries, due to several obstacles between (social: delay in completing official papers that allow the displaced (IDPs)to return, etc. Economic: the continuity of competing security and defense priorities with the priorities of development / the state’s general budget deficit, etc .Political and security (lack of security stability / lack of reform of the legal environment for freedom of the press, etc.The study reached several results, the most important of which are : achieving full sovereignty of the state and stability on the security and political levels, etc.
