عن تجليات تبني تنظيم الصفقات العمومية وتفويضات المرفق العام للتعاقد الإداري الإلكتروني

Résumé: لم يعد خفيا مدى أهمية تكنولوجيات الإعلام والاتصال لتطوير النشاط الإداري وعصرنته من حيث ربح الوقت والجهد والمال، سواء بالنسبة للجهة الإدارية مقدمة الخدمة أو بالنسبة للمتعامل مع الإدارة. شكلت التعاقدات الإلكترونية مظهرا أساسيا من مظاهر عصرنة الإدارة، حيث أصبح لزاما على هذه الأخيرة أن تواكب التطورات التي فرضتها تكنولوجيا المعلومات، وهو نفس التحدي الذي جعل تنظيم الصفقات العمومية وتفويضات المرفق العام 15-247 يحمل في طياته فصلا متعلقا بالاتصال وتبادل المعلومات بالطريقة الالكترونية. It is no longer hidden how important information and communication technologies are for the development and modernization of administrative activity in terms of profiting time, effort and money, both for the administrative service provider and for the customer with the administration. Electronic contracting has been an essential aspect of the modernization of the administration, as the latter has to keep pace with the developments imposed by information technology, the same challenge that made the regulation of public procurements and public services delegations 15-247 carry with it a chapter related to communication and exchange of information in the electronic way.
