مكاتب الصّرف -ترخيصاً واعتمادً في ظل القانون النّقدي والمصرفي والقوانين المكملة له-

Résumé: تبنت الإرادة التشريعية رؤية إصلاحية لقطاع الصرف بتحرير المجال أمام مكاتب متخصصة، تتولى مبادلة العملات الأجنبية، لا تمتهن أعمال مصرفية أخرى مثل البنوك، مخصصة إلى جانب النصوص العامة في القانون النقدي والمصرفي رقم 23-09، الناظمة لكيفيات ترخيص واعتماد البنوك والمؤسسات المالية والتعاضديات ومكاتب الصرف، نص مستقل تجسد في نظام بنك الجزائر رقم 23-01، محاولا تفريد أحكام مستقلة تعتني بمراحل الاعتراف القانوني بهذه المكاتب قاصرة أشكال في شكل شركات مسؤولية محدودة وذات أسهم ومساهمة بسيطة، ومانعة استقلال الأشخاص الطبيعية بعمليات الصرف. الكلمات المفتاحية : مكاتب الصرف، ترخيص مكاتب الصرف، اعتماد مكاتب الصرف Abstract:Time The legislative will adopted a reformist vision for the exchange sector by liberalizing the field for specialized offices that handle foreign currency exchange, and do not practice other banking activities such as banks, allocating, in addition to the general texts in the Monetary and Banking Law No. 23-09, regulating the methods of licensing and accrediting banks, financial institutions, cooperatives and exchange offices, an independent text embodied in the Bank of Algeria System No. 23-01, attempting to single out independent provisions that address the stages of legal recognition of these offices, limiting their forms to limited liability companies, companies with shares and simple joint stock, and preventing the independence of natural persons in exchange operations.
