السياسة الخارجية للجزائر بين المقاربة العربية والمقاربة الإفريقية : دراسة حالتي الأزمة الليبية وتصفية الاستعمار في الصحراء الغربية

Résumé: تناولت الدراسة المقاربة الجزائرية كأهم متغير يعكس توجهات وإدارة الأزمات في السياسة الجزائرية الخارجية، من خلال الوقوف على جملة من المنطلقات والثوابت التي كانت وراء المنظور الجزائري والمنصوص عليها دستوريا، كمبدأ عدم التدخل في الشؤون الداخلية للدول ومبدأ حق الشعوب في تقرير مصيرها وغيرها من المبادئ التي ظلت تحكم السلوك الخارجي للجزائر في شتى المحافل الدولية. كما تطرقت الدراسة للأزمات الخطيرة التي عرفتها المنطقة العربية والافريقية، وعلى وجه الخصوص الأزمة الليبية، وقضية تصفية الاستعمار في الصحراء الغربية، حيث سعت الدراسة إلى تتبع مسارات الحالتين والتركيز على مبدأ عدم التدخل في الشؤون الداخلية للدول. ورغم الضغوطات والتحديات الإقليمية والدولية، استطاعت الجزائر من خلال مرجعية ومقاربة سياستها الخارجية التي تميزت بالاستمرارية القائمة على التسوية السياسية للأزمات الدولية، ومن خلال التأكيد على المنطلقات المبدئية وخاصة رفض التدخل الأجنبي والمطالبة بضرورة الاسراع بالحلول السياسية، لتسوية الأزمة الليبية وقضية تصفية الاستعمار في الصحراء الغربية، ذلك ان التدخلات الأجنبية والحروب تزيد من تأزيم الوضع. وعليه تعمل الجزائر دائما على تبني مقاربة سياسية سلمية تعاونية إقليميا ودوليا من أجل تسوية هذه الأزمات وضمان عدم تعقدها. Thestudy dealt with the Algerian approach as the most important variable that reflects trends and crisis management in Algerian foreign policy, by focusing on a number of premises and constants that were behind the Algerian perspective and constitutionally stipulated as the principle of non-interference in the internal affairs of countries and the principle of the right of peoples to self-determination and other principles that have guideAlgeria's external behavior ininternational arena. The study also touched on the serious crises that the Arab and African region has known, in particular the Libyan crises and the issue of decolonization in the western Sahra, the study sought to track the paths of the two cases and focus on the principle of non-interference in the internal affairs of countries. Despite regional and international pressures and challenges, Algeria was able, through its foreign policy reference and approach, which was characterized by continuity based on the political settlement of international crises and by emphasizing the principled premises, especially the rejection of foreign interference and the demand for the necessity of speeding up political solutions to solve the Libyan crisis and issue of decolonization in the western Sahara, because foreign interventions and wars aggravate the situation. Therefore, Algeria is always working to adopt a peaceful and cooperative political approach regionally and internationally tosolvethese crises and ensure that they do not become complicated.
