نظام الجمركة في موانئ ومراسي إيالة الجزائر خلال القرنين (11-12ه/17-18م)

Résumé: الملخص: عرف ساحل الجزائر خلال العهد العثماني امتدادا جغرافيا هاما أكسب الإيالة أفضلية طبيعية ممثلة في مراسيها، واقتصادية في صورة موانئها التجارية، ولقد اُستُغلت هذه الموانئ في أزمنة الحروب ضد مختلف الأساطيل كمناطق استراتيجية لوجيستية، وكانت ملجأ لأغلب التجار الأوروبيين رغم العراقيل التي كانت تواجههم، فلعبت هذه الأخيرة دورا فعالا -كباقي الموانئ المتوسطية- في تنشيط المبادلات التجارية في الحوض الغربي للمتوسط، كما كان لبعضها دور الوسيط التجاري، وبالمقابل لذلك كان للتحصيل الجمركي في هذه الموانئ دورا بارزا في إنعاش خزينة الجزائر خاصة خلال القرنين (11-12ه/17-18م) بمداخيل مالية إضافية هامة جراء فرض الرسوم والأداءات على مختلف السلع والبضائع المصدرة إلى خارج الجزائر أو المستوردة من مختلف الدول. الكلمات الدالة: - الجمركة - موانئ - مراسي- إيالة - الجزائر - العهد العثماني- التحصيل -المداخيل -الرسوم - الأداءات . The Algerian coast knew an impotant geographic spread during the Ottoman era that gave the Regency a natural superiority represented in its natural moornings, and economical represented in its trading harbours. These harbours were exploited during the periode of wars against the different fleets as a strategic and logistic regions, It was also a shelter for most European traders despite the obstacled that faced them. The latter played an effective role as the other Mediterranean harbours in stimulating the trading exchanges in the wastern basin of the Mediterranean as they had a role of commercial dealer, on the other hard, Customs collection played a great role in refreshing the Algerian treasury especially during the Centuries (17-18 A.D) though important additional financial in comes by imposing fees and out comes on the different goods and marchandis exported out of Algerian or imported from different Countries of the world.
