Résumé: The higher employee is considered one of the state’s mechanisms to implement its policy and maintain the functioning and sustainability of the public service. The higher jobs of the state in Algeria passed through two phases, the first phase before the year 1990, when the legislator came with a set of different legal texts that organized this job in which appointment was limited to the President of the Republic, And the second stage after 1990 until the issuance of the order No. 06-03 in effect, whereby the appointment authority in it became double between the President of the Republic and the Prime Minister, and the latter's authority is subject to the approval of the President of the Republic, and the career path of the higher employee begins with appointment after a set of general conditions and other special conditions are met. For legally defined procedures, He has basic rights related to protecting himself and his professional life, such as a salary, and he also bears obligations related to the exercise of his job and other obligations that follow him outside the senior position. Resignation, or unusual is the abolition of the higher position or the structure in which the high employee works, the summons of the higher employee to occupy another position, the reintegration of the high employee into his original rank because of his mistake.
