واقع المؤسساتية ورأس المال الاجتماعي في الجزائر

Résumé: ملخص : جاءت هذه الورقة البحثية بهدف إزالة الغموض الذي يطغى على مفهوم المؤسساتية ورأس المال الإجتماعيى من جهة، ثم محاولة تقييم واقع كل من الإطار المؤسساتي، و مدى تكوين ورأس المال الاجتماعي في الجزائر من جهة أخرى. فقد قمنا بتقسيم الدراسة الى ثلاثة محاور أساسية حيث يتناول المحور الأول ماهية المؤسساتية، أما المحور الثاني فيتكلم عن رأس المال الإجتماعي، وأخيرا أين قمنا بتقييم الإطار المؤسساتي ورأس المال الإجتماعي في الجزائر من خلال مؤشرات المؤسساتية (مؤشرات الحوكمة، مؤشر مـدركات الفساد، مؤشرات سهولة ممارسة أنشطة الأعمال)، أما رأس المال الإجتماعي قيم من خلال مؤشر الرفاهية (Legatum Index 2018) ومؤشر مسح القيم العالمية (WVS) في المحور الثالث. و توصلنا في نهاية الدراسة الى أن الاصلاحات الاقتصادية المتعلقة بالإطار المؤسسي ورأس المال الإجتماعي التي قامت بها الجزائر لم تصل الى النتائج المرغوبة فعلا، لكن هذا لا ينفي الجهود المبذولة من طرف الدولة في تشجيع دور المؤسسات، وأيضا تشجيع الجانب الإجتماعي لها. Abstract: This research paper aims to remove the ambiguity that dominates the concept of institutional and social capital on the one hand, then try to assess the reality of both the institutional framework, and the extent of the formation and social capital in Algeria on the other. We have divided the study into three main axes where the first axis deals with what is institutional, the second focuses on social capital, and finally where we assessed the institutional framework and social capital in Algeria through institutional indicators (governance indicators, corruption perceptions index, ease of practice indicators) Social capital was assessed through the Welfare Index (Legatum Index 2018) and the World Values Survey (WVS) in the third axis. We concluded at the end of the study that the economic reforms related to the institutional framework and social capital carried out by Algeria did not reach the desired results, but this does not negate the efforts exerted by the state in promoting the role of institutions, as well as the social aspect of them.
