Résumé: ملخص: تسعى المؤسسات لزيادة كفاءتها وجودة خدماتها كي تحقق حاجات المجتمع ،والتخلص من النظم التقليدية والبيروقراطية والتوجه نحو نظم حديثة، وكذا امتلاك المرونة والديناميكية اللازمة للارتقاء نحو المستقبل، بحيث تعتبر إدارة الجودة الشاملة أحد المداخل الحديثة لتحقيق أهداف المؤسسات، من خلال تحسين جودة الخدمات، وكذا تخفيض التكاليف والحد من تبذير المال العام...، إلا أن درجة تطبيق هذه المبادئ يبقى مرهونا بعوامل الداعمة لها، ومن أهم هذه العوامل ينبغي تهيئة ثقافة التنظيمية للمؤسسة نحو تبني قيم الجودة الشاملة، يتناول هذا المقال المفاهيم المرتبطة بالثقافة التنظيمية وإدارة الجودة الشاملة، ودراسة أثر الثقافة التنظيمية في تبني مبادئ إدارة الجودة الشاملة من خلال تحسين أداء المصلحة البيومترية لبلدية سعيدة في تقديم خدماتها، لذا جاء هذا المقال ليتطرق إلى علاقة الثقافة التنظيمية وأهميتها في تطبيق مفهوم إدارة الجودة الشاملة Abstract: Organizations seek to increase their efficiency and quality of services in order to achieve the needs of society, and have the flexibility and dynamism of change, so that comprehensive quality management is one of the modern entrances to achieve the goals of institutions, by improving the quality of services, and the application of this remains dependent on factors supporting them, and the most important of these factors should create a organizational culture for the institution towards adopting the values of comprehensive quality, this article deals with concepts related to organizational culture and overall quality management, by improving the performance of the biometric interest of a happy municipality in providing its services, so this article came to address the relationship of culture Regulatory and its importance in applying the concept of comprehensive quality management
