دور الهيئات الإدارية في مكافحة الجرائم المتعلقة بالصفقات العمومية

Résumé: ألزم المشرع ضرورة اتخاذ جملة من التدابير اللازمة للوقاية من الجرائم المتعلقة بالصفقات العمومية ومكافحتها، وذلك عن طريق تفعيل دور أجهزة الرقابة، بإنشاء الهيئة الوطنية للوقاية من الفساد ومكافحته، قصد تنفيذ الإستراتيجية الوطنية في مجال مكافحة الفساد، والدور الذي تقوم به المفتشية العامة للمالية ومجلس المحاسبة، عن طريق الرقابة المالية على كل الأموال العمومية، بغية الاستعمال الفعال والصارم للوسائل المادية والأموال العمومية، والكشف عن كل المخالفات المالية، وتبذيذ الأموال، والتحقيق فيها، والحد منها. Abstract: The legislator obliged the need to take a number of necessary measures to prevent and combat crimes related to public transactions, by activating the role of the supervisory bodies, by establishing the National Authority for Preventing and Combating Corruption, in order to implement the national strategy in the field of combating corruption, and the role played by the General Inspectorate of Finance and the Court of Auditors, through financial control over all public funds, in order to make effective and strict use of material means and public funds, detecting all financial violations, and the disclosure, investigation, investigation, and reduction of funds.
