حوكمة الأمن في المناطق الحدودية الجزائرية : مقاربة بديلة لإرساء الأمن

Résumé: تهدف هذه الدراسة إلى إبراز أهمية مقاربة حوكمة الأمن في المناطق الحدودية الجزائرية، فعلى الرغم من أن الجزائر تفرض إجراءات أمنية مشددة على كافة حدودها في محاولة منها للوقاية من التهديدات الأمنية المترتبة عن هشاشة الدول المجاورة، إلا أن ذلك لم يمنع من بقاء مناطقها الحدودية رهينة مجموعة من المشاكل الأمنية، الإقتصادية والإجتماعية. وقد تم الإستعانة في هذه الدراسة بالمنهج الوصفي والمنهج التحليلي، وتم التوصل إلى أن التهديدات الأمنية المركبة في المناطق الحدودية الجزائرية تتطلب ضرورة الإعتماد على مقاربة أمنية متكاملة، وفي هذا الإطار يعتبر حوكمة الأمن في المناطق الحدودية مقاربة بديلة ناجعة للإرساء الأمن في هذه المناطق، وذلك من خلال دعم التنمية، وتعزيز السلام عبر توفير مناخ الإستقرار وتأمين المعاملات والعلاقات المختلفة، عن طريق الموازنة بين تحقيق الأمن بكل عناصره وأبعاده، وضمان استقرار الدولة من جهة، وخدمة المواطن وحمايته وحفظ كرامته وممتلكاته واحترام حقوقه من جهة أخرى. This study aims to highlight the importance of an approach to security governance in the Algerian border regions. These regions experience security threats due to the fragility of neighboring countries. While Algeria imposes strict security measures on all its borders, this has not prevented the existence of economic, security and social problems. In this study, the descriptive and analytical method was used, and it was concluded that security threats in Algerian border regions require a unitary security approach, and in this context the governance of security in border regions is considered to be an alternative approach to establish security, by achieving security in all its elements and dimensions, by guaranteeing the stability of the State on the one hand, and the protection of the citizen, by preserving his dignity and his goods and by respecting his rights on the other hand.
