Résumé: In organizing the public service in Algeria, the Algerian legislator relied on a set of principles, some of which have a constitutional nature such as the principle of equality, the principles of democracy, and the principle that employment is a political act rather than an administrative one, and some of them have an administrative nature such as the principle of discretion, the principle of presidential authority, and the principle of permanence the principle of merit. The aim of the research scientifically is to collect all the legal texts related to the subject of the study and try to present them in a sequence. Including: that the Basic Law of the Public Service took many principles that lead to the effectiveness of public administration, and its development for the better, but they are not sufficient. ارتكز المشرع الجزائري في تنظيمه للوظيفة العمومية في الجزائر على مجموعة من المبادئ منها ما هو له طابع دستوري كمبدأ المساواة، ومبادئ الديمقراطية، ومبدأ أن التوظيف عمل سياسي أكثر منه إداري، ومنها ما هو له طابع إداري كمبدأ السلطة التقديرية، ومبدأ السلطة الرئاسية، ومبدأ الدائمية، ومبدأ الجدارة. والهدف من البحث علميا هو جمع كل النصوص القانونية المتعلقة بموضوع الدراسة ومحاولة عرضها بشكل متتابع، أما عمليا فالبحث يفيد المهتمين بتسليط الضوء على المبادئ العامة التي تحكم تنظيم الوظيفة العمومية في الجزائر، حيث يستفيدون من العديد من المعلومات، ومن خلال هذه الدراسة توصلت إلى عدة نتائج منها: أن القانون الأساسي للوظيفة العمومية أخذ بالكثير من المبادئ التي تؤدي إلى فاعلية الإدارة العمومية، وتطويرها نحو الأفضل، ولكنها غير كافية.
