ظهور و تطور مراكز صناعة الفكر و الرأي الأمريكية The Emergence And Development Of Us Think Tanks

Résumé: ملخص: تتناول هذه الدراسة موضوع مؤسسات صناعة الفكر و الرأي الأمريكية باعتبارها من أهم المؤسسات التي تعمل على التأثير على صناعة السياسة العامة في الولايات المتحدة الأمريكية بوجه عام، وقضايا السياسة الخارجية بشكل خاص. و يظهر بوضوح أهمية هذه المؤسسات أو المراكز من خلال الجمع بين العلم و المعرفة و الخبرة العملية المتراكمة، و هو ما يمكن أن يقدم أو ينتج رأياً أو فكرة مميزة. وسنحاول من خلال هذه الدراسة التعرف على خلفية ظهور و بروز هذه المراكز أو المؤسسات البحثية و كيفية نشؤها في الولايات المتحدة الأمريكية و من ثم التعرف على أدوارها و نشاطاتها والآليات أو الاستراتيجيات التي تعتمد عليها للتأثير على صناع القرار و ذلك من خلال استعراض بعض الأمثلة و الحالات التي برز من خلالها دور هذه المراكز في التأثير على السياسة الخارجية الأمريكية. Abstract: This study deals with American think tanks as one of the most important institutions that influence the policy making in the United States in general and foreign policy issues in particular. The importance of these institutions or centers is clearly demonstrated by the combination of science, knowledge and accumulated practical experience that can provide or produce a distinctive opinion or idea. In this study we will try to identify the background and emergence of these centers or research institutions and how they are established in the United States of America and then identify their roles, activities, and strategies to influence the decision making by reviewing some examples and cases in which the role of these centers in influencing American foreign policy is obvious.
