المحاسبة العمومية في الجزائر ودورها في ترشيد الانفاق العام على ضوء القانون 07/23

Résumé: ملخص: هدفت هذه الدراسة الى تسليط الضوء على الإصلاحات التي مست نظام المحاسبة العمومية في الجزائر وفق القانون 23/07 وتحليل العلاقة التفاعلية بين الإصلاح وعملية ترشيد الإنفاق العام، حيث تم طرح إشكالية: كيف يساهم إصلاح نظام المحاسبة العمومية بالجزائر في ترشيد الانفاق العام؟ وقد توصلنا الى أن القانون 23/07 أحدث تعديلات جوهرية في نظام المحاسبة العمومية بالجزائر والتي ستساهم بفعالية في عملية ترشيد الإنفاق العام، ولتحقيق هذه الفعالية قدمت الدراسة عدة توصيات أهمها المضي في إصلاح المالية المحلية والاهتمام بالعنصر البشري المتدخل في العملية من خلال التكوين وتجديد المعارف. Abstract: This study aimed to shed light on the reforms that impacted the public accounting system in Algeria under Law 23/07 and to analyze the interactive relationship between the reform and the process of rationalizing public spending. The research posed the question: How does the reform of the public accounting system in Algeria contribute to the rationalization of public spending? The study concluded that Law 23/07 introduced fundamental changes to Algeria's public accounting system, which will effectively contribute to the process of rationalizing public spending. To enhance this effectiveness, we presented several recommendations, the most important of which include continuing the reform of local finance and placing emphasis on the human element involved in the process through training and knowledge renewal.
