دلالات وأبعاد الظاهرة البيروقراطية في سوسيولوجيا التنظيمات

Résumé: ملخص : البيروقراطية ظاهرة عرفتها الحضارات القديمة في شكلها البسيط ، لكن إسهامات ماكس فيبر الرائدة التي خلصت الى صياغة النموذج المثالي للبيروقراطية باعتباره طريقة عقلانية رشيدة في الادارة كللت بإعطائها الدلالة العلمية والبعد السوسيولوجي، فاتسع نطاقها وظهرت في كافة المجالات، لكن سرعان ما قامت حولها نقاشات علمية نظرية وامبريقية مؤيدة أو منتقدة، افضت الى تراكم عدة دلالات متباينة حولها، مما أثار قضية بالغة الأهمية للنقاش مجددا تهدف الى رصد حقيقة أبعاد الظاهرة البيروقراطية في سوسيولوجيا التنظيمات الحديثة ، وضمن هذا السياق فإن محاولة فهم إشكالية الصلة بين سمات المؤسسة الاقتصادية الجزائرية و خصائص البيروقراطية العقلانية أفضت الى وجاهة مقولة شارلز بيدو : الخلل ليس في البيروقراطية وإنما في العجز عن تطبيقها. الكلمات المفتاحية : الظاهرة البيروقراطية ، دلالات و أبعاد ، سوسيولوجيا التنظيمات Abstract: Bureaucracy is a phenomenon known to ancient civilizations in its simple form, but the pioneering contributions of Max Weber, which led to the formulation of the ideal model of bureaucracy as a rational method of management, culminated in giving it the scientific significance and sociological dimension, so its scope expanded and appeared in all fields, but soon scientific theoretical and emphatic discussions about it took place. Which led to the accumulation of several different connotations around it, which raised a very important issue for discussion again aimed at monitoring the reality of the dimensions of the bureaucratic phenomenon in the sociology of modern organizations, and within this context, the attempt to understand the problem of the relationship between the features of the Algerian economic institution and the rational characteristics of the bureaucracy led to the relevance of Charles Bedou’s statement ":The defect is not in the bureaucracy, but in the inability to implement it".
