دور حوكمة الجماعات المحلية في تحقيق التنمية المستدامة دراسة حالة: بلدية المسيلة

Résumé: هدفت الد راسة إلى إبراز دور حوكمة الجماعات المحلية في تحقيق التنمية المستدامة من خلال المجلس الشعبي البلدي لبلدية المسيلة ولاية المسيلة حيث تم الاعتماد على المقابلة مع رؤساء المصالح على مستوى المجلس الشعبي البلدي لبلدية المسيلة. وقد توصلت الدراسة إلى عدة نتائج أهمها أن حوكمة الجماعات المحلية في المجالس المنتخبة تساهم وتساعد في تحقيق التنمية المستدامة، خاصة مع وجود موظفين ومنتخبين ذوي مستوى علمي رغم عدم التناسب بين حجم الصلاحيات الممنوحة والإمكانات المتاحة. وهذا من خلال الاعتماد على المنهج الوصفي التحليلي بجانب دراسة ميدانية لبلدية المسيلة. The study aimed to highlight the role of local government governance in achieving sustainable development through the Municipal People’s Council of the Municipality of M’sila, M’sila State, where reliance was placed on interviews with heads of departments at the level of the Municipal People’s Council of the Municipality of M’sila . The study reached several results, the most important of which is that the governance of local communities in elected councils contributes and helps in achieving sustainable development, especially with the presence of employees and elected officials with an academic level, despite the disproportionality between the amount of powers granted and the capabilities available. This is done by relying on the descriptive analytical approach in addition to a field study of the municipality of M’sila .
