المعاییر المحاسبیة الدولیة للقطاع العام وواقع تطبیقها في الجزائر

Résumé: ملخص: تهدف هذه الد راسة إلى تسلیط الضوء على المعاییر المحاسبیة الدولیة للقطاع العام، وتشخیص واقع نظام المحاسبة العمومیة في المؤسسات العمومیة الجزائریة غیر الهادفة للربح من خلال عرض مشاریع الإصلاح الموازناتي والمحاسبي في الفترة الأخیرة. وقد خلصت الد راسة إلى أن الجزائر بدأت السیر في الاتجاه الصحیح نحو التطبیق التدریجي لهذه المعاییر بعد وضع مخطط محاسبي جدید للدولة یسمح بتكییف البیئة التشریعیة والمالیة وتوفیر الإمكانیات المادیة وتأهیل الكفاءات البشریة، بغرض تحقیق أكبر قدر من المساءلة والشفافیة وترشید الإنفاق العام Abstract: This study aims to shed light on the International public sector accounting standards and to diagnose the current state of the public accounting system in Algerian non – profit public institutions by presenting budgetary and accounting reform projects in the recent period. The study has concluded that Algeria began moving in the right direction towaards the gradual application of these standards after the developing a new accounting plan for the state that allow for adapting the legislative and financial enviroment, providing material capabilities and qualifying human competencies, with the aim of achieving greater accountability, transparency, and rationalization of public spending.
