مكافحة الإجرام والإجرام المنظم

Résumé: يعد موضوع الجريمة المنظمة بصفة عامة، والاجرام المنظم بصفة خاصة من الموضوعات الشائكة التي لم يتم الفصل في مفهومها ومحتواها، رغم ما تشكله هذه الظاهرة من خطر على الحكومات والدول، وذلك بسبب الخلط بين الجريمة المنظمة، والجرائم العادية المشابهة لها، وهي تتميز بثبات واستمرار التنظيم الإجرامي، والهيكلة المتينة المبنية على قواعد محكمة في شكل هرمي قاعدته تتولي التنفيذ، وقمته مخصصة للبرمجة والتخطيط، كما تتميز بتحديد وتوزيع المهام والمسؤوليات داخل التنظيم، والتشريع الجزائري حصرها في الأفعال التخريبية والإرهابية. إن الجريمة المنظمة قد مست معظم دول العالم، سواء من تشتكي الاستقرار السياسي أو التي تعيش في استقرار وأمن، وخطر هذه الجريمة أصبح واقعة مادية ملموسة. The issue of organized crime in general and organized crime in particular is one of the complicated issues that have not been determined in terms of their concept and content, despite the fact that this phenomenon is a threat to governments and states because of the confusion between organized crime and similar ordinary crimes. Organized crime is characterized by the stability of activity and its hierarchical structure, which provides the distribution of tasks and responsibilities within the organization. Organized crime has affected most countries of the world, both unstable and stable politically, and the danger of this crime has become a real threat.
