إشكالية الأمن الغذائي في ظل السياسات الفلاحية المطبقة بالجزائر

Résumé: تعتبر السياسات الزراعية من أهم الموضوعات التي تشغل بال واضعي السياسات نظرا لقدرة القطاع الفلاحي على تحقيق التنمية الإقتصادية ومواجهة التحولات الاقتصادية العالمية التي تجعل من اقتصاديات دول العالم الثالث ومنها الجزائر، سوقا لتصريف المنتجات. وقد انتهجت الجزائر سياسة زراعية قائمة على دعم الدولة للقطاع حيث مع بداية الألفية تم اطلاق المخطط الوطني للتنمية الفلاحية الذي يهدف الى إعادة تأهيل المستثمرات الفلاحية لمواجهة التحديات الاقتصادية العالمية اهمها الأمن الغذائي لتعقبه مجموعة من البرامج تصب في نفس الاتجاه. تهدف هذه الورقة الى تقييم السياسات الزراعية المتبعة ومدى قدرتها على النهوض بالقطاع الفلاحي لتحقيق الأمن الغذائي بالجزائر. Because of the importance of the Agricultural Policies in realizing the economic development as well as facing world economic changes, it became one of the most paramount topics that concern policy makers. The agricultural field enables developing countries , Algeria for example, to be a market to goods exchanges. Thus, Algeria , since 2000s, adopted the national agricultural planning aiming to reorganize the agricultural investments so as to face international economic challenges such as. Food security It is, in addition, to be followed by related procedures. The objective of this paper is to evaluate and asses current agricultural policies and to what extent they realize agricultural development which , in part, reassures Food security.
