واقع الجهاز المصرفي الجزائري بين متطلبات لجنة بازل"2" وتحديات تطبيق بازل"3"

Résumé: فرض دور أداء الجهاز المصرفي نفسه كأحد شروط إنجاح اتفاقيات بازل عموما، واتفاقية لجنة بازل"2"خصوصا في الجزائر. حيث يعتبر الجهاز المصرفي المسؤول على تنفيذ الإصلاحات والسياسات التي تضعها لجنة بازل، وهذا ما يعطي النظام المصرفي الجزائري دورا فعالا في تحريك سياسة النقدية والمالية التي تعتبر مركزا لخلق الاستقرار الاقتصادي على المدى القصير والطويل ومنه الرقي بمستوى الناتج الوطني، وذلك بتجسيد متطلبات لجنة بازل"2"، ولكن السؤال المطروح ما مدى قدرة الجهاز المصرفي الجزائري على لالتزام بمتطلبات لجنة بازل"2" وتحديات تطبيق بازل"3"، في ظل الأوضاع الاقتصادية الراهنة خاصة مع الانهيار الذي يشهده الدينار الجزائري. Abstract: The role of the banking system's performance is one of the conditions for the success of the Basel conventions in general, and especially the accord on the Basel "2" Committee, particularly in Algeria.The banking system is in charge of the implementation of the reforms and policies formulated by the Basel Committee.This is what gives the Algerian banking system an active role in moving the monetary and fiscal policy, which is considered as a center for creating economic stability in the short and long term and it uplifted the level of national output. Through integrating the requirements of the Basel “2” Committee. But the question is the extent of the Algerian banking system's ability to abide by the requirements of the Basel “2” Committee, and the challenges of implementing Basel "3". Under the current economic conditions, especially with the collapse in the value of the Algerian dinar.
