أثر التقلبات غير المتماثلة لأسعار النفط على الإنفاق الحكومي في الجزائر

Résumé: تهدف هذه الدراسة إلى معرفة وتحليل التأثير الغير المتماثل لأسعار النفط على حجم الإنفاق الحكومي في الجزائر خلال الفترة 1980-2018 وذلك باستخدام نموذج الانحدار الذاتي للفجوات الزمنية الموزعة غير الخطي NARDL، اعتمادا على بيانات سنوية للاقتصاد الجزائري. وتم استخدام كل من سببية Granger وToda and Yamamoto لمعرفة نوع وطبيعة العلاقة بين المتغيرات في المدى القصير والطويل. وتوصلت الدراسة إلى وجود علاقة في المديين القصير والطويل بين أسعار النفط والإنفاق الحكومي، حيث أن ارتفاع أسعار النفط يؤدي إلى زيادة حجم الإنفاق، وبالتالي انتهاج الحكومة لسياسة توسعية. بينما انخفاض أسعار النفط يؤدي إلى زيادة الإنفاق ولكن بشكل اقل مقارنة في حالة الزيادة. وهذا نتيجة إتباع الحكومة لسياسة ترشيد وعقلنة النفقات العامة. This study aims to find out and analyze the impact of asymmetric oil prices on the size of government spending in Algeria during the period 1980-2018 by employing Non-Linear Auto-Regressive Distribution Lag (NARDL) model, depending on the annual data of the Algerian economy. It was used both causal GRANGER and Toda and Yamamoto to know the type and the nature of the relationship between the variables in the short and long term. The study found a relationship in the short and long term between oil prices and government spending, as high oil prices lead to increased spending, and thus the government to pursue an expansionary policy. While lower oil prices lead to increased spending but is less compared to the increase in the case. This is a result of following the government's policy of streamlining and rationalizing public expenditure.
