التمكين الإداري كمدخل حديث لتحقيق جودة الخدمة التعليمية في الجامعة الجزائرية - دراسة استطلاعية على عينة من أعضاء هيئة التدريس في الجامعات الجزائرية -

Résumé: تسعى هذه الدراسة لمعرفة دور التمكين الإداري في تحقيق جودة الخدمة التعليمية في الجامعة الجزائرية ، مع دراسة ميدانية على عينة من الجامعات الجزائرية،ولتحقيق أهداف الدراسة تم تصميم وتطوير استبانة لغرض جمع البيانات،تم توجيهها على عينة عشوائية من أعضاء هيئة التدريس الجامعي في المؤسسات محل الدراسة، وقمنا باستخدامبرنامج (SPSS) لتحليل بيانات الاستبيان، اعتمادا على العديد من الأساليب الإحصائية،وقد توصلت الدراسة لوجود أثر ذو دلالة إحصائية من وجهة نظر أفراد عينة الدراسة لأبعاد التمكين الإداري المتمثل في (تفويض السلطة، المشاركة في القرارات، فريق العمل، التدريب، التحفيز،الاتصال الفعال) على جودة الخدمة التعليمية، فالتمكين الإداري بصفة عامة يفسر ما مقداره 33 % من التباين الحاصل في جودة الخدمة التعليمية، لذا فالمستوى المتوسط للتمكين انعكس سلبا على مستوى جودة الخدمة التعليمية في الجامعات محل الدراسة والتي جاءت أيضا في المتوسط ولا ترتقي للمستوى المطلوب، وتوصي الدراسة بضرورة العمل على نشر ثقافة التمكين في الجامعات الجزائرية، ووضع برامج ترقية واضحة وتطبيقها بعيدا عن المحسوبية. Abstract: The aim of this study is to investigate the role of administrative empowerment in achieving the quality of educational service at the Algerian University, with a field study on a sample of Algerian universities. To achieve the objectives of the study, a questionnaire was designed and developed for the purpose of data collection, , And we used the SPSS program to analyze the questionnaire data, based on many statistical methods. The study found that there is a statistically significant impact from the point of view of the study sample members of the administrative empowerment dimensions represented in (delegation of authority, participation in decisions, Training, motivation, effective communication) on the quality of educational service, administrative empowerment in general explains the 33% of the variation in the quality of educational service, so the average level of empowerment reflected negatively on the quality of educational service in the universities under study, which also came on average and The study recommends the need to promote the culture of empowerment in Algerian universities, and to develop clear promotion programs and apply them away from patronage.
