دور المفتشية العامة للمالية في مكافحة الفساد المالي

Résumé: تتقاسم عدة مؤسسات في الدولة المهام في مجال المالية العامة تختلف هذه المؤسسات من حيث طبيعتها القانونية وصلاحياتها ،ويمكن تصنيفها على العموم إلى ثلاث أصناف ، مؤسسات إدارية مثل وزارة المالية وأخرى تقنية مثل الوكالة القضائية للخزينة والوكالة المحاسبية المركزية للخزينة و وكالة الإعلام الآلي للمالية العمومية، وأخرى رقابية مثل مجلس المحاسبة وخلية معالجة الإستعلام المالي والمفتشية العامة للمالية والتي هي محور دراستنا هته كهيئة رقابية ودورها في مكافحة الفساد المالي، و ظاهرة الفساد ماهي الا نتاج للصعوبة التي تواجهها الدولة في رقابة نفقاتها ونشاطاتها الضخمة ,والحديث عن موضوع الرقابة اللاحقة على المال العام يجرنا بالضرورة الى الحديث عن طبيعة الجهاز الذي تسند اليه هاته الوظيفة الشاقة ،والذي يتفاوت في تسميته وتشكيلته من دولة الى أخرى . وفي الجزائر أسندت هذه الوظيفة الى جهاز مستقل يتمثل في المفتشية العامة للمالية Several institutions in the state share tasks in the field of public finance.
