عصرنة الاصلاح الميزانياتي في الجزائر وفق القانون العضوي 18-15

Résumé: إن تحديث وعصرنة النظام الميزانياتي في الجزائر يعتبر خطوة مهمة في سبيل تحقيق الرشادة والكفاءة في تسيير المال العام،لاسيما ما جاء به القانون العضوي المتعلق بقوانين المالية الذي إنفجر ضمن الإصلاح الميزانياتي،لأن هذا الأخير أدى إلى الإنتقال من التسيير القائم وفق الوسائل إلى أخر جديد وفقا للنتائج،وذلك من خلال تخصيص النفقات العامة في برامج مهمة وذات أهداف مضبوطة وقياس مدى تحقيقها بمؤشرات الأداء، لقد تبنت الجزائر هذا المشروع من خلال إرساء عناصر أساسية تمثلت في الإطار المتعدد السنوات عوض السنوي،السيرر وفق النتائج عوض الوسائل ،عرض جديد للميزانية ووثائقها يضفي الشفافية.ومن خلال دراستنا يصعب الحكم عليه كونه مشروع لايزال قيد التنفيذ ووجب مرافقة تنفيذه وفقا لعصرنة الإدارة العمومية لأنها هي المنوطة بتنفيذه ،وكذا توفير الوسائل الحديثة في مجال الإعلام والإتصال لتأهيل العنصر البشري الحالي. كلمات مفتاحية: الإصلاح الميزانياتي، القانون العضوي، قوانين المالية،الموازنة العامة. Abstract: The modernization and modernization of the budgetary system in Algeria is an important step towards achieving rationality and efficiency in the management of public money, especially what came in the organic law related to financial laws, which exploded within the budgetary reform, because the latter led to the transition from the existing management according to the means to a new one according to results, by allocating public expenditures in important programs with precise objectives and measuring the extent to which they are achieved with performance indicators. .Through our study, it is difficult to judge it as a project that is still under implementation, and its implementation must be accompanied according to the modernization of public administration because it is entrusted with its implementation, as well as the provision of modern means in the field of information and communication to qualify the current human element.
