العلاقة بين السلطتين التشريعية والتنفيذية في الجزائر قراءة في التعديل الدستوري لسنة 2020

Résumé: تهدف هذه الدراسة إلى تسليط الضوء على إشكالية العلاقة بين السلطتين التشريعية والتنفيذية و الاختصاصات المخولة دستوريا لهما و تحديد طبيعة العلاقة القائمة بينهما في ظل التعديل الدستوري الجزائري لسنة 2020، وكيف ضبط المؤسس الدستوري الجزائري ذلك من خلال إيجاد علاقة متوازنة بين السلطتين مبنية على التعاون والرقابة أو من خلال منح صلاحيات أوسع للسلطة التنفيذية على حساب السلطة التشريعية، والتي على أساسها تتحدد طبيعة النظام السياسي القائم في الدولة. This study aims to highlight the relationship between legislative and executive powers question, the powers authorized by the Constitution to them. it will also determine their relations under the 2020 Algerian constitutional referendum and how the Algerian constitutional legislator regulated that by creating a balanced relationship between the two powers that is based on cooperation and oversight, or by granting broader powers to the executive at the expense of the legislative. A balanced relationship on the basis of which the nature of the existing political system in Algeria is determined.
