العلاقة بين الهجرة الدولية وأهداف التنمية المستدامة بأبعادها الاقتصادية والاجتماعية في الدول النامية The Relation Between International Migration And Sustainable Development Means In Their Economic And Social Dimensions In Developing Countries

Résumé: تهدف هذه الدراسة إلى التركيز على علاقة التأثير والتأثر بين الهجرة الدولية و أهداف التنمية المستدامة، وإبراز التحديات العالمية الراهنة لتحقيقها وطنيا، إقليميا و دوليا كالهجرة غير النظامية وهجرة الأدمغة، إضافة إلى الهجرة الصحية والبيئية والهجرة القسرية المرتبطة بالنزاعات أو الأوبئة كجائحة الكوفيد-19 مؤخرا، هذا من جهة، ومن جهة ثانية كيف يمكن للهجرة الدولية أن تكون وسيلة لتحقيق أهداف التنمية المستدامة من خلال التحويلات المالية للمهاجرين أو التأثير الإيجابي للهجرة العائدة، أو من خلال الاستفادة من اليد العاملة المهاجرة ومن مهاراتهم الفكرية. وتخلص هذه الدراسة إلى ّأنه يمكن تحقيق مقصد التنمية المستدامة القائل يتحقيق هجرة آمنة، منظمة ونظامية عن طريق إدارة الهجرة الدولية وحوكمتها لتجنب تعريض المهاجرين إلى مخاطر إشراكهم في الجريمة المنظمة، كالتهريب والاتجار بالبشر. This study aims to focus on the impact relation between international migration and sustainable development means and highlighting current global challenges to national, regional and international achievement such as irregular migration and brain drain in addition to health and environmental migration and forced migration linked to conflicts or epidemics such as the recent COVID-19 pandemic, On the one hand, and on the other hand, how international migration can be a means of achieving sustainable development means through migrants' remittances or the positive impact of returning migration, or through the use of migrant labour and their intellectual skills. The study concludes that the purpose of sustainable development of a safe, orderly and systematic migration can be achieved through the management and governance of international migration to avoid exposing migrants to the risk of involvement in organized crime, such as smuggling and human trafficking.
