Résumé: ملخص : تهدف هذه الدراسة إلى تحليل موضوع: إدارة الموارد البشرية في القطاع العام وقطاع التعليم العالي بشكل خاص. والذي يعتبر من اهم المواضيع التي جذبت انتباه العديد من المفكرين في مجال إدارة الأعمال. قسمنا هذا البحث إلى ثلاثة فصول ، الأول يحتوي على مفاهيم حول إدارة الموارد البشرية، أما الفصل الثاني فقد شمل مقاربة إستراتيجية لتقييم الأداء ، وأخيرا، في الفصل الثالث، عالجنا دراسة حالة إدارة الموارد البشرية في الملحقة الجامعية بمغنية. Résumé: Cette étude a pour objectif d'analyser le sujet : gestion des ressource humaine dans le secteur public et le secteur de l'enseignement supérieur en particulier. l'un des sujets les plus importants qui ont attiré l'attention d'un grand nombre de penseurs dans le domaine de management des affaires. Nous avons divisé cette recherche en trois chapitres, le premier contient les concepts de la gestion des ressources humaines, et le deuxième chapitre inclus une approche stratégique sur l'évaluation de la performance .et enfin, dans le troisième chapitre, nous avons traité une étude de cas sur la gestion des ressources humaines dans l'annex universitaire de maghnia, Abstract: This study aims to analyze the subject: management of human resource in the public sector and the sector of higher education in particular, one of the most important topics that have attracted the attention of many thinkers in the field of business management We divided this research into three chapter, the first contains the concepts of human resource management, and the second chapter included a strategic approach to the performance evaluation., And finally, in the third chapter, we treated a study case management of human resources in the university annex of maghnia,
