The Protection Of Forest Resources In Algeria Against The Phenomenon Of Cross-border Trafficking حماية الثروة الغابية في الجزائر من ظاهرة التهريب عبر الحدود

Résumé: تعرف الثروة الغابية في الجزائر مؤخراً أنواع عدة من التهديدات يأتي في مقدمتها النهب و الاستغلال غير الشرعي بطرق عشوائية من طرف لوبيات التهريب الذي أصبح يشكل خطر يهدد الغابات وتتعدد انعكاساته على الاقتصاد الوطني و الخزينة العمومية لذا تعتزم الجهات المعنية على اختلافها توسيع نشاطها الرقابي و القمعي للحد من هذه الظاهرة و حماية الثروة الغابية. في هذه الورقة البحثية نعرض واقع الثروة الغابية بتنوعها و أهميتها التي دفعت الدولة نحو اعادة النظر في النظام الغابي و الثروة الغابية من خلال القانون الجديد رقم 23-21 بهدف ضمان الحماية و الاستغلال العقلاني الذي يغيب تماما أمام الممارسات اللاأخلاقية و الإجرامية التي تتم بأساليب عدة منها ظاهرة التهريب و آثاره اللامتناهية. Abstract: Forest resources in Algeria have recently been exposed to several types of threats, including looting and random illegal exploitation by trafficking lobbies, which has become a threat to forests and has yielded multiple repercussions on the national economy and the public treasury. The various concerned authorities intend extending their control and repressive actions to limit this phenomenon and protect forest resources. In this research paper, we present the reality of forest resources in their diversity and importance, which urged the State to reconsider the forest system and forest resources through the new law n° 23-21, in order to ensure its protection and rational exploitation; an aim that is still out of reach in front of unethical and criminal practices, carried out in different manners, particularly: smuggling and its infinite effects.
