دور الإستراتيجية الحديثة لإدارة الموارد البشرية في مواجهة تحديات البيئة التنظيمية دراسة حالة مؤسسة صناعة الكوابل - بسكرة - Enicab

Résumé: تهدف هذه الدراسة إلى بيان الدور الذي تضطلع به استراتيجية إدارة الموارد البشرية في مواجهة التحديات المتباينة للبيئة التنظيمية، كما تسعى إلى إبراز أهمية الإحاطة بمختلف تداعيات ومتغيرات البيئة التنظيمية وتأثيرها المحوري على نشاط المنظمة واستراتيجيتها، وقد تناول الباحث فيها مفهوم استراتيجية إدارة الموارد البشرية وأبعادها ومداخلها ومراحل بنائها وأهم نماذجها التطبيقية، مع تشخيص طبيعة البيئة التنظيمية الحديثة وتحليل عناصرها وتداعياتها المتباينة على المنظمة عموما واستراتيجية إدارة الموارد البشرية بوجه خاص، وذلك بعد استجلاء أبرز تحديات وخصائص ومتغيرات ومستويات البيئة التنظيمية الحديثة، وعلاقتها بإدارة الموارد البشرية وفق المقترب النظمي الذي يعتبر المنظمة كائنا حيويا متفاعلا مع نسقه تأثيرا وتأثرا. Abstract This study aims to state the undertaken role of human resources management strategy in facing divergent challenges of the regulatory environment, also seeks to highlight the importance of briefing the various repercussions and the regulatory environment variables and their pivotal impact on the activity of the organization and its strategies. In this study the researcher mentions the concept of the strategy of human resources management, its dimensions and entrances ,the stages of constructing it, and the most important applied models of it; with diagnosing of the nature of the modern regulatory environment and analyzing its elements and various repercussions on the organization in general and on the strategy of human resources management in particular; through the elucidation of the most prominent challenges, characteristics, variables, and levels of modern regulatory environment, and its relationship to human resources management in accordance with the systemic approach which sees the organization as a vital creature which effects its layout and is affected by it
