أثر تقلبات أسعار البترول على سیاسة الإنفاق العام في الجزائر 2013- دراسة قیاسیة للفترة 19

Résumé: یؤثر تغّ یر أسعار البترول على بعض المؤشرات الاقتصادیة منھا االموازنة العامة للدول التي تعتمد في تمویل إیراداتھا على عائدات البترول الذي إزدات أھمیتھ بتزاید الطلب علیھ بالنسبة للدول المرتبط إقتصادھا بھ، حیث أصبحت تعرف بالإقتصادیات الریعیة. تعتیر الجزائر من الدول التي تعتمد في تنفیذ خططھا التنمویة على البترول مما أثرت تقلبات أسعاره المرتبطة بالعوامل الخارجیة على وضعیة الإقتصاد الوطني. فالإنفاق العام لھ علاقة سببیة بأسعار البترول التي تحدد حالة الإستقرار أو الإختلال لأن السیاسة المالیة للجزائر مرھونة بالإیرادات العامة خاصة منھا الجبایة البترولیة الأمر الذي میز ضعف السیاسة المالیة للجزائر بسبب إرتباطھا بمستویات أسعار البترول. من ھذا المنطلق حاولنا إبراز العلاقة بین المتغیرین الانفاق العام وأسعار البترول Oil prices fluctuation have a huge impact on some of the economic indicators including public budget of countries that depend on great extent to oil revenues. Which recently their importance has increased due to the increase of demand on oil. Algeria has become one of the countries which rely on oil revenues to implement its development plans; therefore prices fluctuations which are correlated to other external factors had a tremendous impact on national economy. Public spending has a causal relationship of oil prices which determines the state of stability or the malfunction because the Algerian financial policy is totally financed by general revenues particularly oil taxation revenues. This had characterized the weakness of fiscal policy to Algeria due to its correlation of oil prices level. From this standpoint we tried to study the relationship between two variables public spending and oil prices fluctuations
