فعالية الإدارة الإلكترونية على مستوى الجماعات الإقليمية في مواجهة الكوارث في الجزائر " حالة كوفيد 19 أنموذجا "

Résumé: ملخص: إن انتشار فيروس كورونا ( كوفيد 19) جعل جميع الدول تسعى جاهدة لاتخاذ تدابير من شأنها الحد من إنتشار هذا الفيروس، والجزائر بدورها ومن خلال مؤسساتها حاولت اتخاذ مجموعة من التدابير الوقائية لمكافحة هذا الفيروس، وأهم هذه التدابير الوقائية هي فرض التباعد الاجتماعي، والذي لا يمكن تطبيقه في ظل الإدارة التقليدية، وبما أن الجزائر اتجهت سياستها إلى عصرنة الإدارة من خلال الإدارة الإلكترونية وتعميمها على جميع القطاعات وأهم هذه القطاعات الولاية والبلدية التي تعتبر الجهات اللامركزية المسؤولة عن التنمية ، وتهدف هذه الدراسة إلى معرفة مدى فعالية الإدارة الإلكترونية على مستوى الجماعات الإقليمية في مكافحة فيروس كورونا (كوفيد 19). الكلمات المفتاحية: الإدارة الإلكترونية، الجماعات الإقليمية، فيروس كورونا ( كوفيد 19) Abstract: The spread of the Coronavirus (Covid 19) has made all countries striving to take measures to limit the spread of the virus. Algeria was no exception, through its institutions the Algerian government has tried to take a set of preventive measures to combat the virus, one the most important of these measures was enforcing social distancing, which cannot be conducted under traditional administration. Since Algeria has tended to modernize its administration through electronic administration and its generalization to all sectors. Some of the most important sectors are the provinces and the municipalities, which are the decentralized bodies responsible for development. This study aims to explore the extent of the effectiveness of electronic administration at the level of regional bodies in combating Coronavirus (Covid 19).
