السياسة الاستيطانية الفرنسية في منطقة حوض الشلف من 1843-1900مfrench Settlement Policy In The Chlef Basin From 1843-1900 Ad

Résumé: تهدف هذه الدراسة الى تسليط الضوء على جانب من جوانب السياسة الاستعمارية الفرنسية التي انتهجتها سلطات الادارة الاستعمارية في الجزائر عامة ومنطقة الشلف خاصة ،الا وهي السياسة الاستيطانية ،فمنذ السنوات الاولى للاحتلال الفرنسي للجزائر ،باشرت فرنسا عملية توطين العنصر الاوروبي في الجزائر ،معتمدة في ذلك على جملة من الإجراءات والتدابير القانونية والتنظيمية من اجل تجسيد المشروع الاستيطاني في الجزائر ،وعليه فمنطقة حوض الشلف بمميزاتها الطبيعة والاقتصادية كانت موطنا ملائما لتوطين الاوروبيين الوافدين من الضفة الشمالية للمتوسط فلم تمض بضعة عقود من دخول الفرنسيين الى المنطقة ،حتى غدت المنطقة غصة بالمعمرين الذين تمكنوا من الاستيلاء على اجود الاراضي واهم العقارات التي كانت ملكا لسكان المنطقة . حاولنا معالجة اشكالية السياسة الاستيطانية الفرنسية في منطقة حوض الشلف خلال القرن 19م معتمدين على بعض العناصر الهامة مثل تركيبة المستوطنين الوافدين الى المنطقة وماهي مجالات نشاطهم ،وماهي الانعكاسات التي ترتبت عن السياسة الاستيطانية الفرنسية في المنطقة This study aims to shed light on an aspect of the French colonial policy pursued by the colonial administration authorities in Algeria in general and the Chlef region in particular, namely the settlement policy. From the early years of the French occupation of Algeria, France began the process of resettling the European component in Algeria, relying on a set of legal and regulatory measures in order to embody the settlement project in Algeria, and therefore the Chlef Basin region, with its natural and economic advantages, was a suitable home for the settlement of Europeans coming from the northern bank of the Mediterranean. It was not until a few decades after the French entered the region that the region became full of colonists who were able to take over on the finest lands and the most important real estate that was owned by the region's residents. We tried to address the problem of the French settlement policy in the Chlef Basin region during the nineteenth century, relying on some important elements such as the composition of the settlers coming to the region and what are their areas of activity, and what are the implications of the French settlement policy in the region
