Résumé: عندما يدعي أغلبية العالم عملية الدفاع عن حقوق الإنسان وعندما تتزايد المنظمات المدافعة عن حقوق النساء والأطفال وتتكاثر النصوص الدولية المتعلقة بذلك ،يعتقد الجميع بأن كل شخص في هذا العالم يتمتع على الأقل بقدر معين من الحقوق المكفولة له على أساس إعتباره إنسانا بغض النظر عن إنتمائه العرقي أو الديني أو الإثني أو القومي ،لكن المتفحص لواقع الأقليات عبر العالم ، يجد أن معظم الدول تقريبا تحوي مجموعة من الأقليات التي تفتقد إلى أبسط الحقوق ،ومن هذا المنطلق تتم هذه الدراسة كتوضيح لمدى مساهمة قواعد القانون الدولي في تحديد وتطوير المركز القانوني للأقليات ،مع التركيز خاصة على مسلمي بورما. When the majority of the world claims to defend human rights and when organizations advocating for the rights of women and children are increasing and international texts are proliferating, everyone believes that everyone in this world has at least a certain amount of the rights guaranteed to them on the basis of being a human being regardless of race, religion, ethnicity or nationality, but looking at the reality of minorities across the globe, almost all States have a group of minorities who lack the most basic rights with a special focus on Burma Muslims
