دور السياسة التشغيلية بالجزائر في محاربة البطالة: اختبار السببية بين الإنفاق الحكومي والبطالة للفترة (1990- 2017)

Résumé: تهدف هذه الورقة البحثية إلى دراسة سياسات التشغيل المنتهجة من طرف السلطات الجزائرية لمحاربة ظاهرة البطالة وكذا اختبار العلاقة السببية بين الإنفاق الحكومي والبطالة في الجزائر، ولتحقيق هذا الهدف نقوم بتحليل العلاقة طويلة الأجل بين المتغيرين التاليين: البطالة كمتغير تابع و الإنفاق الحكومي كمتغير مستقل، باستخدام منهجية التكامل المشترك لانجل- غرانجر واختبار السببية خلال الفترة 1990 إلى غاية 2017، وأظهرت نتائج الدراسة عدم وجود علاقة توازنية طويلة الأجل بين متغيرات الدراسة، بالإضافة إلى ذلك، فان التحليل يبين عدم وجود أثر للسببية في كلا الاتجاهين. :This research paper aims to study the employment policies adopted by the Algerian authorities to combat the phenomenon of unemployment, as well as to test the causal relationship between government spending and unemployment in Algeria. To achieve this goal, we analyze the long-term relationship between the following two variables: unemployment as a dependent variable and government spending as an independent variable, using a methodology. The co-integration of Langel-Granger and causality testing during the period 1990 to 2017, the results of the study showed no long-term equilibrium relationship between the variables of the study, in addition, the analysis shows no effect of causation in both directions.
