السياسة الثقافية مقاربة سوسيولوجية Cultural Policy: A Sociological Approach

Résumé: تشغل السياسات الثقافية حيزا هاما في أجندات الحكومات نظرا للحضور الرمزي والقيمي للثقافة ولعلاقتها الوطيدة بالنسق السياسي والاقتصادي، خاصة مع تجاوز الأدوار الترفيهية التثقيفية والخدماتية للعمل الثقافي إلى أدوار رائدة في الحياة الاقتصادية حيث تضاعفت الإيرادات من الصناعة الثقافية وتوسعت فرص العمل في هذا القطاع، وهو ما دفع الحكومات إلى إعادة النظر في سياساتها الثقافية بفتح المجال للقطاع الخاص والمجتمع المدني للمشاركة في الحياة الثقافية، لكن فعالية السياسة الثقافية كنسق فرعي للسياسة التنموية للبلاد يبقى مرتبط بمدى معالجة مجموعة من المعوقات السوسيو اقتصادية والسياسية التي تؤثر على تحقيق الفعالية. Cultural policies occupy an important place on governments’ agendas, due to the symbolic and valuable presence of culture and its close relationship to the political and economic system. This presence is intensified especially after the shift that cultural elements have seen, from the domains of entertainment and service roles to a situation where they took a leading role in economic life, notably the massive revenues of the cultural industry and job opportunities offered in this sector. A situation that led governments to reconsider their cultural policies by opening the way for the private sector and civil society to participate in cultural life. However, the success of cultural policy as a sub-axis of the country’s development remains linked to overcoming a set of socioeconomic and political obstacles, and how the government addresses those letters to achieve better effectiveness.
