Résumé: لتلبية الحاجيات المتزايدة للأفراد داخل المجتمعات. هل يمكن الحديث فقط عن "الطلبية العمومية" التي تجسد في الميدان في شكل صفقات عمومية أو يمكن التطرق إلى الاستجابة لهذه الحاجات عن طريق الانتقال من الإدارة المباشرة (تسيير مباشر من طرف الدولة بإنشاء مؤسسات تابعة لها) إلى إدارة غير مباشرة عن طريق "التفويض" لأطراف أخرى اعتبارية سواء عامة أو خاصة لتلبية الحاجات المذكورة سابقا وهو ما أصطلح عليه "بتفويضات المرفق العمومي". فما مدى إمكانية هذا الإجراء من التحسين والتحكم في تقديم خدمة راقية للمواطن . In order to fulfil the increasing needs of individuals in their communities we can discuss the public order that is incorporated in the field as a public procurement. Also, we can talk about fulfilling these needs through a transition from the direct management, a direct management from the government by setting up its own subsidiary institutions, to an indirect management by the public or the private delegation which is called public service delegation. All things considered, to what extent can this procedure improve and control providing a more sophisticated service to the citizens.
