تسيير مخاطر السوق بين مقررات بازل 2 واصلاحات بازل 3 Market Risk Management Between Basel Ii Agreements And Basel Iii Reforms

Résumé: The Basel Committee introduced market risk in the calculation of solvency ratios in the framework of the amendments made in 1995. This risk is included in the risks that are addressed Base II l in order to provide an integrated and clear view of the capital adequacy standard. After what the banking scene had witnessed during the global financial crisis, the Committee has adopted a set of measures that seek to make the standards more sensitive to risks. Through this paper, we will present the main provisions of Basel II on this risk, and then discuss the most important amendments and new corrections, with a view to identifying the most important differences that the Committee found to have overlooked in previous agreements. أدخلت لجنة بازل مخاطر السوق في حساب نسبة الملاءة وذلك في إطار التعديلات التي أجرتها سنة 1995، وقد تم إدراج هذا الخطر ضمن المخاطر التي تعالج وفق مقررات بازل2 حتى تكون النظرة متكاملة وواضحة حول معيار كفاية رأس المال، وبعد ما شهدته الساحة المصرفية خلال الأزمة المالية ، أقرت ذات اللجنة مجموعة من الاجراءات تسعى من خلالها إلى جعل المقاييس أكثر حساسية بالمخاطر، ومن خلال هذه الورقة البحثية سنقوم بعرض أهم ما ورد في اتفاقية بازل 2 حول هذا الخطر، ومن ثم التطرق لأهم التعديلات والتصويبات الجديدة، وذلك بهدف تبيان أهم الفروقات الموجودة والتي رأت اللجنة أنها أغفلتها في الاتفاقيات السابقة.
