أثر القواعد الموضوعية الدولية المنظمة للعمل الجمركي على المعاملات التجارية الدولية

Résumé: ملخص: يعالج هذا البحث موضوع أثر القواعد الموضوعية الدولية المنظمة للعمل الجمركي على المعاملات التجارية الدولية، حيث تم الوقوف على العلاقة القائمة بين العمل الجمركي والتجارة الدولية، إذ تطرقنا لمبدأ المساواة وأثره على المعاملات التجارية الدولية، بعد ذلك توقفنا على أن تحرير التجارة الدولية يتوقف على تفعيل مقاربة جمركية مرنة قائمة بالأساس على تقديم الدول لتخفيضات وإعفاءات جمركية، مبرزين في ذات الوقت أساليب تفعيل هذه المقاربة والوسائل المستعملة لتحقيق ذلك. ثم خلصنا في النهاية إلى ضرورة تكثيف التعاون الدولي وتوحيد مناهج العمل في المجال الجمركي بشكل أكبر حتى تتحقق التنمية الفعلية للتجارة الدولية وتحرير المعاملات في إطارها. Abstract: This paper deals with the issue of the impact of international substantive rules on customs work on international commercial transactions, where we examined the relationship between customs work and international trade, as we dealt with the principle of equality and its impact on international commercial transactions. Then we concluded that the liberalization of international trade depends on the activation of a flexible customs approach, mainly based on the provision of customs reductions and exemptions by countries, highlighting at the same time the means used to achieve this. Then we concluded in the end that there is a necessity to intensify international cooperation and unify working methods in the customs field more and effectively in order to achieve true development of international trade and liberalization of transactions within its framework.
