واقع البيئة الأمنية في منطقة المتوسط -دراسة تحليلية لانعكاسات ظاهرة الهجرة غير الشرعية على استقرار البيئة الأمنية المتوسطية-

Résumé: شهدت منطقة المتوسط خلال العقد الأخير من القرن 21 حالة من التوترات، ولدتها مجموعة من التهديدات الأمنية التي أثرت على استقرار البيئة الأمنية للمنطقة، ولعل أهمها ظاهرة الهجرة غير الشرعية التي شكلت أزمة متداولة على الصعيد الدولي بشكل عام والمنطقة المتوسطية بشكل خاص، ففي ظل تراكم الأزمات السياسية، الاقتصادية، والاجتماعية، المتوالية واللامتناهية على مستوى الضفة الجنوبية للمتوسط وغياب الآليات الرشيدة لمعالجتها، وبالمقارنة مع حالة الاستقرار التي تميز الضفة الشمالية للمتوسط، كلها عوامل أدت إلى استمرارية ديناميكية ظاهرة الهجرة غير الشرعية، وهو ما من شأنه أن يساهم في تطور معدلات الجريمة المنظمة في إقليم المتوسط، الأمر الذي يستدعي إعادة هندسة آليات واستراتيجيات رشيدة وملائمة لمعالجة ظاهرة الهجرة المخالفة للقوانين والتشريعات، ومواجهة مختلف التحديات الأمنية الراهنة والمستقبلية. During the last decade of the 21 st century, the Mediterranean region witnessed a state of tension, generated by a group of security threats that affected the stability of the security environment in the region, perhaps the most important of which was the phenomenon of illegal immigration, which constituted a crisis circulating at the international level in general and the Mediterranean region in particular, in light of the accumulation of crises the continuous and endless political, economic, and social issues at the level of the southern bank of the Mediterranean and the absence of rational mechanisms to addressit, in comparison with the state of stability that characterizes the northern bank of the Mediterranean, are all factors that have led to the continuity of the dynamic of the phenomenon of illegal immigration, which would contribute to the development of organized crime rates in the Mediterranean region, which calls for re-engineering rational and appropriate mechanisms and strategies to address the phenomenon of immigration in violation of laws and regulations, and to confront the various current and future security challenges.
