الأمن الغذائي كضرورة استراتيجية للدول العربية: محددات المفهوم وممكنات التحقيق

Résumé: ملخص: في خضم التحديات الجمة التي تعيق توفير الغذاء الكافي لشعوب المنطقة العربية، تأتي هذه الدراسة لتسليط الضوء على الدور المحوري للأمن الغذائي وأهميته القصوى، ففي ظل واقع يكتنفه شح في المصادر المائية، واتكاء متزايد على الاستيراد الخارجي، وتصاعد مضطرد في أعداد السكان، يصبح البحث في أسس ومكونات الأمن الغذائي، واستكشاف سُبل ترسيخه في هذه الدول أمرًا لا مناص منه ، لذا تتجه بوصلة هذا البحث نحو تعميق الفهم النظري للأمن الغذائي وعناصره الجوهرية، والكشف عن مسارات عملية لتفعيله في السياق العربي، ويستلزم ذلك تبني استراتيجيات تنهض بالإنتاج الزراعي المحلي عبر توظيف أساليب تكنولوجية مبتكرة ومستدامة، وإدارة رشيدة للموارد الطبيعية المتاحة، وتطوير منظومات توزيع تتسم بالكفاءة والفاعلية، وفي نهاية المطاف يستدعي تحقيق الأمن الغذائي تمكين الأفراد اقتصاديًا، وتحفيز التنوع في الأنماط الغذائية، وتشجيع الإبداع في مراحل إنتاج وتخزين الغذاء لضمان ديمومته على المدى الطويل. ABSTRACT: Amid the enormous challenges that hinder the provision of sufficient food for the people of the Arab region, this study highlights the pivotal role and utmost importance of food security. In a context marked by scarce water resources, increasing reliance on foreign imports, and a steady rise in population, research into the foundations and components of food security and exploring ways to consolidate it in these countries becomes unavoidable. Therefore, this research aims to deepen the theoretical understanding of food security and its essential elements, and uncover practical paths to its implementation in the Arab context. This requires adopting strategies that promote local agricultural production by employing innovative and sustainable technological methods, rational management of available natural resources, and the development of efficient and effective distribution systems. Ultimately, achieving food security requires empowering individuals economically, stimulating dietary diversity, and encouraging innovation in food production and storage to ensure long-term sustainability.
