قابلية المورد البشري لمشروع الادارة الالكترونية في الجماعات المحلية دراسة ميدانية في بلدية الجلفة

Résumé: نتناول من خلال هذه الدراسة ظاهرة الإدارة الإلكترونية ، والتأثير الذي تحدثه على إستراتجية المورد البشري ، من اجل الكشف عما يحدث في علاقات الشركاء الإجتماعيين، حيث تطرقنا إلى الإدارة الإلكترونية من خلال تعريفها، و طرح أشكالها؛ أما إستراتجية المورد البشري فتناولنا فيه تعريف الاستراتيجية و المورد البشري ؛ أما بالنسبة للجانب الميداني فقد تمت الدراسة في بلدية الجلفة، وقدرت العينة بمائة و ستة وتسعون موظف من لهم صلة مباشرة في تطبيق الادارة الالكترونية ، وقد تم الاعتماد على أداة الاستبيان في جمع البيانات و توصلنا من خلالها إلى مجموعة من النتائج من بينها أن هناك إستراتيجية أفضل للتحول نحو الإدارة الإلكترونية دون تأثير عوائقها على إستراتجية المورد البشري ، بالنسبة للفرضيات الفرضية الأولى تحققت حيث الانتقال من الإدارة التقليدية إلى الإدارة الالكترونية يدفعه لإحداث تغيير في إستراتجيته الهجومية و الدفاعية ، اما الثانية تحققت حيث اتخاذ الإجرائات المستعجلة في كيفيات تطبيق الإدارة الإلكترونية من شأنها الحد من درجة الإستقلاليته.اما الثالثة فتحققت بحيث يستطيع المورد البشري توسيع منطقة الارتياب في ظل العقلانية الرشيدة للإدارة الإلكترونية.
