نظام الأراضي الفلاحيّة في عهد الدّولة العثمانيّة بالجزائر (1519-1830)

Résumé: استهدف هذا البحث الوقوف على مدى اهتمام الإدارة العثمانيّة بتنميّة قاعدة الإنتاج الفلاحيّ وتكثيف معدّلات نموّه، ومدى موازنتها في فرض الجباية بين تغذية خزانة الدّولة وبين مصلحة الفلّاحين الجزائريّين واستجلاء انعكاسات ذلك كلّه على عموم المجتمع الجزائريّ، وذلك من خلال عرض نظام الأراضي الفلاحيّة وإبراز السّياسة الجبائيّة تجاهها. وأهمّ ما توصّل إليه الباحث أنّ الدّولة العثمانيّة وإن عمدت إلى استغلال أراضيها، وشجّعت نظام الأراضي الوقفيّة، وأقرّت تملّك الأفراد للأراضي الفلاحيّة، وكفلت على العموم للقبائل حيازة الأراضي المشاعة واستغلالها بصفة جماعيّة، غير أنّها لم تسع إلى وضع سياسة عقاريّة تعزّز بها الإنتاج الفلاحيّ، بل كان في طليعة اهتماماتها فرض الجباية تحت عديد المسميّات، كحلّ سهل لتغطية أوجه الإنفاق الّتي حظيت باهتمامها ممّا ولّد نتائج وخيمة على المجتمع الجزائريّ. This research aimed to determine the extent of the interest of the Ottoman administration in developing the agricultural production base and intensifying its growth rates, and the extent of its living balance of the prerequisites of the entrepreneur and the interest of Algerian farmers, and to clarify the consequences of all this on Algerian society in general, by presenting the agricultural land system and by setting up a fiscal policy. The researcher's most important finding is that the Ottoman state, although it deliberately used its land, encouraged the "wakf" land system, approved private ownership of agricultural land, and generally ensured to the tribes the possession of communal lands and their collective exploitation. , but he did not seek to develop a real estate policy that would improve agricultural production. At the forefront of his interests was the imposition of levies under many names, as an easy solution to cover the spending aspects that caught his attention, which had dire consequences for Algerian society.
