التدابير الوقائية والقانونية للحماية من السرقة العلمية - قراءة للقرار الوزاري رقم 1082 لسنة 2020 -

Résumé: الملخص: استفحلت في السنوات الأخيرة ظاهرة سلبية تمثلت في انتشار السرقة العلمية في الأوساط الأكاديمية، والتي أصبحت تمس بسمعة الجامعات ومخرجاتها وبالعملية البحثية بصفة عامة، ومن أجل الحد من هذه الظاهرة وتحديد القواعد المتعلقة بالوقاية منها ومكافحتها والتحسيس بها أصدرت وزارة التعليم العالي والبحث العلمي الجزائرية القرار الوزاري رقم 1082 المؤرخ في 27 ديسمبر 2020، وسيتم في هذه الورقة البحثية الوقوف عند أهم المواد التي وردت في هذا القرار، والتي حددت مفهوم السرقة العلمية، أنواعها والعقوبات التي يتعرض لها مرتكبها وأهم التدابير التحسيسية والوقائية، بالإضافة إلى تقديم قراءة موسعة ومستفيضة لهذا القرار. الكلمات المفتاحية: السرقة العلمية، آليات الوقاية والعقوبات، القرار رقم 1082 لسنة 2020. Abstract: In recent years, a negative phenomenon has intensified, represented in the spread of scientific plagiarism in universities, which has become detrimental to the reputation of the academic field and its outputs and the research process in general, and in order to reduce this phenomenon that weakens the academic community and define the rules related to preventing and combating it, the Algerian Ministry of Higher Education and Scientific Research issued Ministerial Resolution No. 1082 of December 27, 2020, in this research paper, we will examine the most important points mentioned in this decision, which defined the concept of scientific plagiarism, its types and the penalties to which the perpetrator is subjected and the most important awareness and preventive measures, in addition to providing an extensive reading For this decision.
